I haven't ordered myself a Tarokka deck yet, but I'm thinking about it, constantly flip-flopping from one side of the fence to the other side of the fence on whether I think the artwork is suitably gothic or a little too polished to fit into the grimy world of Ravenloft. Maybe a real, more old-school Tarot deck would work, I thought? The internet had thought so before, but no one seemed to agree which cards to take out of the deck.

That, of course, is when I noticed the section of the reading where you draw your ally. There are 14 cards in the High Deck of the Tarokka deck. Several of the card outcomes (e.g. the Innocent or the Horseman) in the Tarokka deck have two options, allegedly to 'chose from as you see fit'. Of course, not every DM would have read through the book in detail, so it's a pretty big ask to think everyone is able to make the right call. I've also heard it argued that in many cases there is a preferable ally (i.e. if drawing 'the Ghost' one would prefer option A over option B any time of the week).

The Major Arcana in a Tarot Deck - all the cards with a distinct named image - consist of 21 cards. In making the decision to use a tarot deck, I've read people's suggestions online to remove 7 cards from the High Arcana to reduce them to the 14 cards in the High Deck.

But! In the list of potential allies, there are actually 21 characters listed - the same amount as cards in a regular Tarokka Deck. Is it reasonable to assume that these 21 NPCs were actually designed to have one character correspond to each card, before realising in game design that it was perhaps best not to emulate a real Tarot deck too closely?

Be it as it may; it makes it much easier to do a conversion to a Tarot deck: pick a character for each card.

What then about the other plot point decided by the High Deck: the location? There are no options there. Again, no, that's true, there are only 10 different locations and one card that decides Strahd's location can't be discerned by the reading. For three locations, there are two cards with the same result. If you duplicate the remaining 7 as well, that would leave you with 2 cards for each of the 10 locations and 1 card for the Mists, making 21 again.

I realise in both situations that because of the dual options and because of the repeated locations, it becomes way more likely for certain options to come up more. If, however, you want to give each option in the adventure the same chance of occurring, you should actually perform the reading with a Tarot deck.

Of course - you would still need to remove the faces from the Minor Arcana (just using cards 1 through 10), and assign a meaning to each card of the Major Arcana...

I've been looking at that but haven't been able to figure out a quick and easy solution. I'd mostly like to see if anyone else thinks the theory (the adventure was accidentally designed with 21 cards in mind, then dialed back to 14 cards) holds ground or if these are just the late-night delusions of a crazy person? Secondly, do you think there's a logical way to assign the 21 Major Arcana Tarot cards to the 21 NPC's?

EDIT: Aaaaand after trying to assign each card to an NPC, this is where I realise the lapse of logic I've made. I was very close, but kept running into a roadblock. There's 21 cards of the Major Arcana if you're not counting the Fool. Together there's 22, so if you use the Fool you'll still have to drop a different card or come up with your own new NPC to be a potential ally.
